has anyone done the Baltic cruise and done it reasonably and logically?

Have taken this cruise twice and thoroughly enjoyed it. I see you live in Toronto, so probably you should investigate seperate air & cruise and then compare to what the cruise line is offering in terms of adding air which includes transfers. Drive from Heathrow to Dover is about two hours and Gatwick must be a tat shorter. Cannot help you with a B&B in Dover, but here is someone you may contact for doing transfers on your own yrmanlldn@aol.com. Have not used him myself, but have read good reviews about his services. A google search on Dover should result in some accommodation websites. This is a very intensive itinerary, some cities can be done on your own, but would suggest you stick to the cruise lines' offerings on St. Petersburg. I recommend the Churchill Hotel in Dover, particularly if you upgrade to an executive room with a view of the English Channel.

We did a Baltic cruise from Dover in 2001. We stayed at the Maison Dieu Guesthouse in Dover. (Dover Castle was right behind it). The owner can make arrangements (reasonably) for you to be picked up at the London airports and transported to Dover. We enjoyed it thoroughly.
