Not exactly certain what you are asking.

Are you trying to send a Personal Message to someone? Some sites have this feature but this site doesn't.

Are you trying to do a quote? Just click on the quote button at the bottom of someone's post.

It will appear in the box where you can respond to that person. Just leave a little room from the person's post that you have quoted before you begin to write.
