We are sailing on the October 25 sailing. What is the temperature like on board the ship? Is the dining room chilly? The public rooms? Can you adjust the temperature in the cabin to your liking?

Can you adjust the temperature in the cabin to your liking? We often find the dining room chilly on HAL ships when we first go in for early seating, but comfortable by the time we leave. Other public rooms are also often too chilly for us.
You can adjust the cabin temperature within limits. We often find when we come back to the cabin that the steward has set it too cold for us. Some can never get it cold enough! :)

We were on the Westerdam late May early June this year and I found myself pretty comfortable. I heard other guests saying they felt it was chilly a lot. You will be able to control the temp in your room.

The dining room to me is always chilly. I never go without a jacket or wrap.

You can certainly adjust the temp in your cabin.
For all other areas we wear sweaters or I wear a wrap when going in to dinner.

I have never been on a ship on which the dining room and main theater did not feel chilly, particularly for first sitting and the early show. I have reasoned it this way - the MDR and theater are empty of warm bodies prior to first sitting and the early show; therefore they feel chilly (and are chilly) It is a whole different story for the second show when you will often see men remove their jackets.
The one place that you can normally set to your own comfort zone is your cabin with its individual thermostat.
After 1000+ passengers have sat in the dining room for almost two hours with hot food being delivered, it is not surprising that the chill is less apparent for second sitting:)

And I thought it was chilly so that the gentlemen would be comfortable in their tuxedos and the ladies would get a chance to show off their furs...
