I have read that HAL offers "reduced-price stateroom beverage packages for in-stateroom consumption of alcoholic beverages". I'm assuming this is full bottles of hard liquor. I know other cruise lines offer this.
Does anyone know the details of what is available, the prices and how you arrange for this service, or failing that, where I could find out?

Those prices aren't really "reduced" -- they are liter bottles. Some are well worth the money if you want to have a drink before dinner in you cabin while you are dressing or - like us -- a drink out on the verandah.

New to HAL so please excuse ignorance, but does HAL charge for mixers to go with the in room bottles?

You can, but there's really no need to. HAL's water is perfectly fine. If you want to bring water when you go ashore, take one bottle and refill it.
