This is a silly question I realize, but it's always bugged me.
Is it: O-shan-ya? O-see-ann-ah? O-shan-eee-ah?

Proper pronunciation may well be a regional thing.
Out West, I would guess that it would be "Oh she ann ia".

Maybe they got used to the "Oceana" pronunciation because that was the line's intended name before somebody discovered that P&O had a ship named "Oceana." :-)
I say "Oh-she-ANN-ee-a" myself, but that's because my mother always warned me to e-nun-ci-ate.

When we were on the Inaugural of Regatta Joe Watters and Frank del Rio were on ship. Joe pronounced it O she ann ee a and Frank pronounced it
O she ann a
so go figure and.. it brings us back to doe.. lol
