do any of these ports have good easy-to-access internet cafes relatively close to the ship's docking point?

Just ask any Crew member or the first Policeman you see in the port.Never had any problem finding one near the port.

St Maarten.. Walk off the pier about 100+ yards to main street, turn right, couple of buildings... then look for sign... used myself... about $5 per hour
