Am traveling on HAL in April and was told they do allow you to bring wine and soda on board. Does anyone know if this is true?

Yes, and it's not too difficult to find this policy right on HAL's webpage. Usually there is a search function on the cruiseline webpage, and you can pull the information right up. For example, here's the wine policy:

Bringing Alcoholic Beverages Onboard
Except for wine and champagne, alcoholic beverages purchased in the vessel's shops or otherwise brought on the ship cannot be consumed on the ship. Bottles and other containers will be collected for safekeeping and delivered to your stateroom on the last day of the voyage.
A corkage fee of US$18.00 applies to wine and champagne brought to the restaurants or bars for consumption.

YES! You can bring on all the soda and wine you wish.
You can enjoy the wine in your room without any corkage fee while any wine you bring to a restaurant or bar will be subject to an $18 corkage fee (which is sometimes waived, depending on the wine steward or waiter).

I don't think they charge a corkage for wine they give you. I was on a HAL cruise with my grandparents and they won a bottle of champagne (for being the couple that had been married the longest at an event one night in the Crow's Nest). We brought the bottle to the dining room the next day and were not charged a corkage for it.

A couple of times we had a wine steward who wanted to charge us the corkage fee for wine bottles that were given to us as gifts. We just called the cellar master over to clear up everything.
