I have sailed on RCL and Celebrity and was able to complete my embarkation documents online after entering my booking reservation number.
Can any veteran HAL cruisers advise if this is possible? Havent checked out the website yet to research this yet.
Also, any recommendations for nice hotels or B&Bs in San Diego?

Also, any recommendations for nice hotels or B&Bs in San Diego?Yes, it's not only doable, but recommended. There is a seperate check in at the pier for people that fill them out online. You go to their homepage (http://www.hollandamerica.com/) and click on Immigration Form under the "For booked guests" pulldown menu. Or you can go to it using this immigration form (https://www.hollandamerica.com/apisDefault.do) link.
Can't help you with the San Diego B&Bs.
