It's brand new. Has anyone heard of it? Is the Gaslamp area OK for a one night pre cruise?

Yes, the area is fine. There are many restaurants. I stayed at the Marriott Courtyard in Gaslamp district.

How far a taxi ride is the pier? I know the hotel is 3 miles from the airport.

It's right next to Petco Park, the new baseball field in San Diego, and the Convention Center. You'll be 1.2 miles from the cruise terminal.
The Gaslamp Quarter is a great place to stay. Over the past 10-15 years, it's been completely rebuilt from the eyesore it once was. It's now a "cool" and upscale part of town. Check out www.gaslamp.org for ideas on what is going on, or where to eat.
On a Friday night, it will be pretty busy down there with all the bars and restaurants pretty much packed. You'd be at the edge of it all, though a couple of blocks north will be quite busy.
