Amsterdam Phone Question

Has anyone had any luck using the numbers HAL provides for calling their ships? I have tried the Amsterdam number of 011-874-324-437-011 just to see if it would work. I have tried it at least 20 times over the past few weeks & always get the same message: "YOUR CALL DID NOT GO THROUGH. PLEASE TRY AGAIN LATER." I called HAL, & they said it was because the ship was in port, & the phone didn't work while in port. But, I have tried several times when it was at sea with no joy.
I am aware of the alternate $16.00 per minute method.
