For those who have sailed on HAL since the staggered dining times were out into place last spring I have a silly question. I know that "Early Upper dinning" means that our dining time is 5:45, does it also designate that our table will be on the upper dining room floor?

Yes, the early lower people come in at 6:15. This way the kitchen and the waiters can move the food more evenly by staggering the delivery.
Please do not throw food down to those waiting in the lower dining room no matter how hungry they say they are. (joke)
