If you charge money to your account what is the fee? Could you send yourself a gift of money? Thank you!

No fee to draw from your on board account to your key-card "bank". Yes, you can pre-purchase OBC in several increments. Go to the HAL site and IIRC they're under "book indulgences" under "Before You Go". I don't have a current booking, and can't check exactly.
