I know the wake facing balconies are tiered on the aft portion of the ship, but are the side balconies tiered in anyway, meaning can they look over their balcony railing and see a portion of the balcony below.
Talking about decks 8 looking down into deck 7 and so on all the way down to deck 4.
Trying to decide to either pick a Category VD Cabin or a Category VC GTY and roll the dice. Only about $60 difference in total.
Help please , opinions wanted.

No, all of HAL's ships are slab sided, no wedding cake designs.
However, the balconies immediately adjacent to the exterior elevators are visible from the elevators. if that's a concern, book a cabin a few doors fore or aft of the wasp waists.

Explain that please how can any of the balconies be exposed to the elevators which are in the inside of the ship, none are facing the water so how can you see the balconies from inside an elevator?

On the Vista class ships, there is an exterior elevator on each side of the ship, and, from these elevators, you can most definitely see on to the veranda on either side of the elevator on each deck.

We have been in an SS midships on deck 6 and a VC on deck 5 toward the stern, and from the balcony, if leaning over the railing, you can see down into the balcony below yours and perhaps a little of the balconies on the sides of the one immediately below. You can't really see more than one deck down, though.

We have book a veranda VA cabin that is located at the forward porition of the ship that transfers from the wider porition to the narrower mid ship width and looks as though to be rather exposed to all cabins down the row. But I believe we will be able to sit on the Veranda and watch the ship cut through the seas without hanging our heads over the railing.

We had a VD cabin and never saw anyone. We could occaissionally hear others around us. I do not like to lean over a balcony, so do not know if I could see anyone. I did hang over a little for a few pictures and never noticed anyone above or to the side.
