After reading here that pre-paid gratuities were being offered by Oceania after August 5th my TA made inquiries on my behalf this morning. She was told that Oceania does not offer pre-paid gratuities. What is up?

There are many travel agents that include prepaid gratuities on the cruises they book..

We received a post card from Oceania last week offering "prepaid gratuities (a $230 to $420 value per stateroom), $200 shipboard credit per stateroom, bottle of champagne" to Oceania club members for 3 Mediterranean sailings this fall. It doesn't say if this applies if the specified cruise had been booked prior to receiving the card.

Selected travel agencies will negotiate promotions with various cruise lines, whether it is on-board credits, pre-paid gratuities, 'x' number bottles of wine, cabin upgrades, etc. etc. There is usually a cruise booking deadline to receive such freebies. Eg. Our travel agency lists on their website what promotions have been successfully negotiated for which departure and which cruise line and/or ship. We will be going on our fourth Oceania cruise later this year and have never paid for gratuities. Our selected cruises always have had this promotion and in some cases, additional shipboard credits.
