I use my Capitol One Carnival credit card all the time get credit toward our next cruise. Does anyone know of any other programs out there to save money off a cruise?

What is the interest rate for the card? Is there any annual fee?

No annual fee. I'm not sure what the rate is, I pay it off every month so i don't worry about that. You get 1 point for every dollar you spend. 9000 points = $200.00, 23000 points = $500.00 off best price you can find. I have saved $3000.00 on my last four cruises. There are also other things like third and fourth guest free or a free cruise for 2. I usually find the money off is the best way to go.

Icruise.com also offers a credit card. You get 1 point per dollar spent.
With 17,000 points you receive $500 towards your next cruise booked with icruise.com.
With 27,000 points you receive $800 towards your next cruise booked with icruise.com.
With 34,000 points you receive $1,000 towards your next cruise booked with icruise.com
You get 3,000 points after your first qualifying transaction.
You get two points for every dollar in purchases charged at icruise.com.
What I like about it is that you can use it for any cruise line. Of course, you have to use icruise as your travel agent when you redeem your points, but their prices look pretty comparable to me.

With the icruise.com card you can only use your points on cruises booked through them. However you can book on any cruise line. With the Carnival card, you can book through any TA (or Carnival), but it is good only for cruises on Carnival (it might be good on their sister lines, but I don't think so).

I have the MBNA cruise rewards Visa card which allows travel on any cruise line, but must be booked through MBNA travel. It gives credit equal to 2% of purchases, so it is less attractive than the Capitol One or ICruise cards. It is redeemable only at the $500 and $800 levels. Benefits expire 2 years after earned. No fee, don't know what the interest rate is since I don't carry a balance.
The biggest drawback with it is that MBNA may not offer as attractive cruise rates as other online TA's, so the "reward" is diminished in value.
I have used it twice, once each at the $500 and $800 levels, and have $800 on it now which I'm just itching to use. . .

There's a Norwegian Cruise Line card that offers a 3% credit towards cruises on NCL. The rate is comparable to the icruise card except you can use any travel agent. I suppose it's a tossup whether you want to be restricted to one cruise line or one travel agent.
