If she is within 30 days of her 13th birthday she can move up or down depending on what she wants.
After that it is up to the counselors to decide. If they are not over crowded for that age group they will usually work with you if they can. I have read of people who were allowed to do this and others were denied.
If your on the Magic on deck 2 they have Ocean Quest that is for the 10 to 14 year olds. it is a virtual reality area, They can be together there for sure and at all the family events in Studio sea. They can go to the movies together too.
We had a shy grandaughter once too. we joined a cruise meets thread for our cruise date and we posted and asked if anyone else had a young teen coming along. we found 3 and the kids e-mailed each other for a few months before the cruise. Once on board they had a meet set up and they all had a friend waiting which was awesome for them.
That might help your situation. Just an idea that worked for us.
Also in the teen area, the first evening after open house they have ice breaker games to help the kids get aquainted. even shy kids seem to like to do this. I did notice the older teens and younger teens just naturally tend to separate into their own age groups.
Our grandaughter has now cruised 3 times and the first thing she does is post for other teens on every board she can find. She always finds someone to meet that way and she is still in touch with a few of them from all over the world.
There is a Disney roll call thread right here on this site, check there to start with for your cruise.
Good Luck,
