Try the Hawaiian Boards. I have never rented from the docs. But a lot of people have asked that question there.

The ships all dock in the downtown/Aloha Tower area. I am not sure about rental cars there are most are either in Waikiki or from the Airport. The Bus is probably your best bet to get to most place and is quick, easy and relatively cheap.

I had to take a taxi to the airport to pick up the rental car, however I talked to someone else on our ship and he took a city bus to the Galeria(I think) to pick up his rental car.
A taxi to the airport is around $18.

If your ship docks in Hilo, most of the car rental agencies will pick you up at the dock.

Some rental car agencies circulate their shuddle buses to the dock area, across the street from the main dock building. We got a Thrifty bus there and they took us to a downtown rental center. That same bus took us back to the dock after we turned the car in at the end of the day.

Look across the street when you exit the building.
