Are they now changing the rule on the passports.

Not really, but they have delayed implementation dates due to 5 week backlog on requests.

I think for those who have been delayed longer than anticipated - they can show their receipt that proves they have applied for a passport.
This is my first passport, but I didn't wait long - I applied 6 months before our trip so I feel pretty sure it will arrive in time! I am hearing others who have been waiting longer than 12 weeks though - and others who missed their vacation because they didn't have their passport! Yikes!

But showing the reciept only applies if you are traveling to Canada, Mexico, the Caribbean, and Bermuda by air. It is only by air and only those countries.
