We are thinking of booking the nine day Viking river cruise with add-ons each end and was wondering what time of the year is the best for weather.

It's really subjective, except for the winter months, which are just plain cold. We cruised in August and it was great. We had rain on disembarkation day and that was about it. Just lots of sunshine. Our tour were early in the morning, so that you avoided the heat of the day. Even then, it could get pretty warm.
How much heat do you like? If you prefer cooler weather, try middle to later spring (March to May) or early fall (Sept/Oct).
