Car Seats in Taxis?

We are headed to Grand Turk in November with a 1.5 and 3 year old. We want to do either Governor's Beach or Bohio Dive Resort for a nice beach day. The question I hope someone who may have travelled recently with very small children can answer is this - are there car seat laws on Grand Turk that would prevent a taxi driver from taking us to the beach without car seats? We are NOT planning on lugging our own car seats on the cruise.

Don't know about car seats, but if there is a beach right off of the dock. You literally walk off the dock and you are there. Maybe not as nice, but with kids as young as your it would have it's advantages. You could go back and forth to the ship for food/naps. Clean and enjoyable beach area with chairs etc.
Just something to consdier.
