My wife suffers from the cold, especially air conditioned cold.

Can anyone let me know what it is like in the public rooms, restaurants etc. We are travelling on the Galaxy in August and are starting to get packed but need to know whether to pack wraps etc.

Yes. Sometimes it is cold in the Dining Room, theaters ect. If you find that after 30 mins it is getting warm then you can drop the wrap. I bring one in but about half way through dinner I don't need it (body heat does build up). If you don't have it you may find it cold especially after beening in the hot sun all day.

I'm hot-natured so don't need anything in the dining room BUT I think most people do find it chilly at best. I agree: bring a wrap!
