One would hope that whoever has the final say in NCL's drive to gain a monoply on Hawaii bound cruises will see the larger picture. No cruise line is likely to add 2 Canadian ports on a 3 port / 7 day cruise to Alaska departing round trip from Seattle.
The cost of operating an American flagged and salaried cruise ship from Hawaii, along with the local (7 day) lack of competition had led NCL to the fiscal problems that should have been forseeable.
Changing a law does not bode well for free enterprise and competition. We shall just have to wait to see how many times those influencing this decision will stamp on their own toes!:(
