There are groups on every cruise, every cruise line. Most of the time you never notice them. No cruise line discloses the number, size or nature of the groups onboard.
7 day sails are the most common charters and are usually contracted 9 or more months before the sail date. All cruise lines compete for lucrative charter business and every cruise line does charters. HAL probably does slightly more charters than the others because of the size of their ships.
The charter organizer needs lead time to promote the charter and sell it out. When this happens, the cruise line cancels all existing reservations and ceases to promote and sell further cabin space.
Booking passage on a charter cruise is usually more costly because the charter organizer brings on their own entertainment.
