If more expensive accomodations (suites) are not sold out by a month before the cruise leaves, do they reduce the rates? Someone at HAL mentioned that they sometimes offer a Promotion sale if this happens. If you've already paid will they then lower your price?

Generally no, as these sales are for new bookings only. You would need to cancel your booking and book new which probably wouldn't be worth it.

If it was one month before the sailing and you cancelled, you would lose all your money because of the cancellation penalty. They aren't going to reduce the rate you paid after your final payment.

And, if you cancel your booking and try to rebook the same cruise at a lower price, their system can identify you and it will not allow you to book the promotional rate. So, you would lose your original cabin and have to rebook at a higher rate.

A month or so out ... I would ask my T/A to phone HAL and find out the cost of an upsell from what I've got to what I now want.

If you had HAL's Platinum cancelation plan you could cancel at 31 days and get 95% back (minus the cost of the insurance). You get back 90% at 24 hours to 30 days. I have never ran into this situation as every cruise I have been on has been sold out. Also, if I book with an outside TA they have a cancelation fee too ($25.00-$75.00pp, some are more).
