PVSA ruling-should I be concerned?

With all the powerful opposition, is there really any chance this will happen? Based on what I've read, only a few will benefit from this at the expense of millions of others, would the American government mess with this when the economy is not exactly on solid ground? I've searched the web for updates and I've found nothing current, just articles from last winter.

Should I book my cruise out of Vancouver instead of Seattle just in case?
