Casinos and Chile

I read somewhere that the casino cannot be open if the ship is within 12 miles of Chile, which means that most sea days of cruising along the glaciers, fjords,etc. there is no action in the casino. Not that I am a real gambler, but it has always been one of the choices for evening entertainment. Anyone else who has been on HAL or any other line that can speak to this?

Same on the Oceania Insignia - closed while within 12 miles of the Chilean coast.

 

DW and I visited a very nice casino in Puerto Varas, Chile (private tour stop with GV tours) and won $7000 Chilean Pesos (a whopping $14 US dollars!).
