Is the water deep enough? Would they have to dredge? It would depend on these things as well as whether building a dock and possible dredging are even allowed there by local laws.

I'm guessing you could just walk up to a scanner outside the dining room and scan your band and it would tell you your table number (and maybe even display a map showing its location).
