There is a booth at the end of the pier where Summit docks. You purchase the pass by the day. We purchased 2 day passes (only there for 2 half days and one full day).

You really won't need 2 hours to shop in Cruz Bay, IMO. I would stay at beach longer and pick up a snack on the way back while browsing the stores. The shopping plaza Mongoose Junction is very nice...
