I really think that it is just a luck of the drawer or what ship you just happen to be on. While we did get chocolates while on the Triumph we didn't get any when we sailed on the Magic a year ago.

We even lock our carry off luggage. I know if someone really wants to get in our luggage a 3-combination lock won't stop them but it might act as a deterrent.
