True. Hence I don't see the point in even getting the card now. If the OP is willing to take the risk of no passport book, I would just take a DL and birth certificates and skip the additional costs...

You should be fine so long as there are no valuables in there. I normally keep a small amout of cash, s&s card, picture id and credit card with me in a waterproof pouch that is slung around my neck.
