Safe beach

My wife's friend will be in roatan on a different ship the day before we will be docking. Is there a beach that a woman can feel safe going to alone/ in a cab?

While I have not travelled alone, my sister and I have taken tours with a Victor Bodden guide and felt safe everywhere we went. I would not have felt safe walking around Coxen Hole on my own though.
Has your wife's friend joined the Cruise Critic roll call for her ship/sailing? If so, there may be others that she could join up with to go to the beach. Over in the West End area, it is full of tourists, nice beaches, shops and restaurants. I think she would feel quite safe there.
When we were in Roatan this spring, there were officers directing the flow of traffic and tourists in and out of the port area. They were very helpful and friendly. If your wife's friend does not have a set plan, she could probably get hooked up with the right transportation by asking a uniformed officer at the entrance/exit from the port area.
