Illegal?
Has this been put into effect recently? Maybe so. When we spent a week on Eagle Beach in 2005, there very definitely was topless and a lot of it. But on our return last week, we saw none. Perhaps a change in policy for the island?

Toplessness has always been tolerated on beaches, not resort properties.
Nudity is frowned upon by Arubans. They are majority Catholic and family oriented and find it offensive. Not my opinion.
