I was on Conquest 11/1/09 and at the black jack table they told me there is 3% fee for using card at table.

Let me try and clear something up that had me confused before I went.

Everybody kept talking about a players bank and the sign and sail as if they are separate cards. They are not.
The players bank is on your SS card, separated from the other charges you do around the ship but still accessible through the SS Card. I started by putting my SS card in a slot machine and following the prompts to set up the players bank. After the players bank was set up, I could use a slot machine by inserting cash into the machine or transferring money from the SS portion to the bank and then transfer from the bank to the machine. When I was done using that machine I transferred the winnings from the slot machine to the players bank. I could then move to another slot machine and transfer money from the bank to the machine.
When the cruise was over, or when I wanted to cash out, I took my card to the cashier to cash out the players bank
I was confused at first (but then I am slow) but it was simple to use after I got started

Because they don't know I guess. If Carnival wants that 3%, I'm sure they'll plug that loop-hole. On NCL, cash advanced at the window is 3% and rings up as a purchase, not at the higher cash advance fee.
