It is the rainy season here on the west coast, they are predicting a wet El Nino season this year. I live in the greater LA area the weather in February has a wide range.
In 2005 we actually had an inch or two of snow on the ground mid-Feb, very unusual in my valley just east of LA (Pomona). Last year it was shirt sleeve and short weather on the same date. The best I can tell you is to check weather.com before you fly out.

Just for comparison....we left San Diego on the Spirit the first week of February this year.
The day we left it was cool and rainy and the last day heading back it was too windy and cool to be outside comfortably. We definately needed jackets the first and last days  .Plan to pack a sweatshirt or light jacket and you should be fine - even out on your balcony.
