Common rumor with only a bit of truth, stretched to the limit.
Every company has managers at various levels, and in various departments. These people make operational decisions all the time, sometimes based on obvious facts, and sometimes on gut or instinct. Managers throughout a company change. So, it is common for frontline people to use terms like "new management" when things change, even if they have NO IDEA why the new decision was made. For all they know, the previous departmental mgr had studied the problem and the new manager came in and implemented the change that was suggested. All so silly. And happens at pretty much all large companies. Been there, seen it way too often.
