Default Temperature in dining rooms-

Are the dining rooms cold, cool breezy? My wife get chilled really easily and wondering is she will need a light jacket to stay comfortable.

I have never found them cold but I always carry a cardigan or shawl that I can wear if cold.
The flights are sometimes freezing so I need one for that anyway.
