There are typically two great nights to dine in Compass Rose - one is the Capt's Welcome and the other is the Farewell. Do these always fall on the same nights of a cruise? Does anyone know which nights these are?

They fall on the same nights IF the ship does not stay overnight in the port where you embark. The Captain's Reception is the 2nd night and the Captain's Farewell is the night before the last night (or, 2nd to the last night).
Next week we will embark on a cruise that will stay overnight in port. So, the Captain's Reception will be on the third night (at the moment, it's easier to figure out because the "special" nights are typically "Formal"). Our cruise also arrives at our last port the day before. In this case, the Captain's Farewell will still be on the 2nd to the last night. Hope this makes sense as I'm becoming confused and I'm looking at the itinerary

Hi there, I agree with TC2. Second night except when you stay overnight at the embarkation port, then third night. That is the way it is in our upcoming cruise out of Rio.
Not positive about the farewell, but it has always been the second last night for us.
