Question? Does cruising only mean?

Maybe this is a dumb question, but I am going to ask it anyway.:confused: On our cruise papers it says when we go thru Panama Canal, "cruising only", I assume this means we have to stay on the ship. Also, no excursions are offered. I really wish we could have done some of the excursions..like aerial tramway... Anyone know?:)
