Are you sure? I have a PROMO2C - BEVCLINGRAT package and specifically asked if the Gratuities covered the on-board service charge. I was told 'yes'. I got caught out once before when I thought I had the same deal only to be told on departure that the promotion only covered gratuities on drinks. Weird as a gratuity is usually a percentage of the cost of the drink - but the drink had no cost (only value) as it was on the package. So logically I would not pay a gratuity on a drink for which I did not pay for in the first place. So - with this as a background I phoned to make my booking this time and specifically asked if the gratuities 'deal' covered the whole on board service charge and was told yes. But here it is on my invoice!

I will call them - but there does need to be greater clarity on this. (Celebrity X 16th July Sailing - Baltic)
