Front Street?

Front Street in Philipsburg parallels the beach in the bay where the cruise ships dock. It is one way from the west to the east. The next street away from the beach is Back Street and it runs from the east to the west. It is not far from the ship dock and there are lots (and lots and lots) of taxis trolling for passengers to take back to the ships (but many folks walk). Or the water shuttle has a dock downtown that places you right into the main shopping area. Very easy to do lots of shopping.

Yes, there's a beach right behind the shops, all the way around the bay... Take the water taxi over from the pier and the beach is right there, the shops are a block in front of you.

As I posted in the other thread, the Dolphin and the Princess open at 1p and 2p respectively, but they're halfway across the island. Those on Front Street will probably be open by noon, if not earlier.
