I honesty believe them to be cleaner due the supervision and to surprise inspections on turnaround day.

Yes, they are self serve. There are handwashing stations at the entrance to the buffet area but I didn't see many using them.

We did not care for the buffet at all and avoided it the entire trip. We had plenty of good food elsewhere on the ship.

They must have been added when it was in dry dock.

We have sailed on Caribbean Princess many times and we have seen people stopped from entering the buffet line if they did not use the Purell dispenser.

As long as you put your hand under the dispenser, your OK even if it doesn't squirt.
