So, who is responsible for the list, God or the Captain?

 

I suppose it is fair to say that the wind was a natural event. The captain's decisions are being scutinised and we will learn of the decision in due course.

 

The claim, however, may or may not be genuine. We have no way of knowing.

It is hard to fake a death (it is not impossible - just hard to do).
