Rose Hall - Royal Car. Excursion

The Royal Caribbean Liberty of the Seas shore excursion for the Rose Hall Hilton says four hours. Is that four hours at the facility or does that include drive time back and forth to Falmouth? The shore excursion is around $150/person. It's hardly worth it at four hours much less anything less.
