Dive lockers at Diva Resort?

I understand there are dive lockers on the pier here. Do you have to be on a dive excursion to use them or can you be a snorkeler from the cruise ship? Is there a fee? I understand you have to have your own lock, is that correct? Are there any water taxis from that area that go to Klein Bonaire?
