Jibe City / Lac Bay?

What is the difference in Jibe City and Lac Bay? Is this an "area" or specific restaurants? If "area"...what is the difference? What restaurant at each area is the best? Who do you rent chairs/umbrellas from? Have never been to Bonaire before. At first I thought we would do a "boat" trip of some sort but the other folks won't get in the water so I am thinking maybe just a "beach" day instead. Any and all info greatly appreciated!!!
