locks tour

In my opinion, if you are doing a complete Canal transit and have the opportunity to take a tour I would not do the lock Ferry Boat Tour. From your ship you will have the best and a fantastic view of the locks, Gailard Cut, the bridges, everything! The lock Ferry Boat Tour is nice for folks who don't have the opportunity to do a complete transit. That being said, you do get a different perspective from a small boat than from a giant ship, but the cruise ship gives you the best perspective.

In addition to tour through the locks and Gaillard Cut via the ferry there are a number of tours that combine a stop at one of the locks in addition to seeing Panama City or the Embera Indians for example. There is also a tour that takes you to the Gatun Locks and to the construction site of the new Atlantic Locks. Is this what you are referring to?

If you are taking a cruise ship that gives you a day at Fuerte Amador, you can get a taxi or HOHO bus that will take you to the MiraFlores locks. The HOHO also gives you a pretty good look at Panama City.

Most of the ships that do the full transit don't stop at either end of the canal for tours.

Although Princess does offer a number of 2-Day Canal cruises with one day transiting the Canal and the other day for excursions. The Hop On Hop Off bus, although not very busy when there aren't ships in port, is a great addition for people who want to do there own thing. However, it is a new operation here, and not like the Hop On Hop Off buses say in Europe where they are well established, although usually crowded in peak months, and buses run more frequently.
