Late flight out of JFK - tour options

We will be docking in New York but our flight out of JFK doesn't leave until 8:30 pm. We wanted to do a day tour that wouldn't break the bank. So far not luck. Any suggestions? Carnival doesn't offer an excursion when we dock.

Agree. Plus, you can even have a walking route. I would stick to one area of Manhattan to explore, have a nice late lunch and then head to the airport. Traffic is usually horrendous going to JFK. Do you have anyplace in particular that you wish to visit? We can give you ideas of what else is in the area.
