I have been to Butchart Gardens before.

Has anybody either these Princess tours -

YYJ-110 - Double decker City Highlights tour - 8pm-930pm

YYJ-120 - Victoria by horse drawn trolley tour - 8-9

Which would you choose?

I'd also do the bus - the horse-drawn trolleys are giant trailers with row seating for 25ish, not a romantic little carriage for two. The outside seats of each row get to look at the scenery, the middle seats get all the delightful smells of horse-based-transportation but very limited views - and if you're in the front row you have both the driver and two horse butts blocking your view forward. So you still have all the restrictions of a horse tour - slow so not much time to see a great deal compared to a bus - with none of the romance factor.

A lose-lose proposition at the best of times IMO, but for an evening tour that starts and ends at the ship (as cruise-booked yours always do) you also have at least 15 mins at the beginning and end of the tour wasted on suburban streets without much to see - the exciting lit-up buildings are downtown.
