I'd suggest Mullet Bay. I love snorkeling and don't think any of the shore snorkeling in St. Maarten is spectacular (consider a snorkeling trip with Captain Alan to Tintimare or Creole Rock!!) That said, Mullet Bay is a gorgeous beach with a couple of beach snack shacks with food, drinks, chair/umbrella rentals and some decent snorkeling on the left side. And the bay has the calmest water ever so it's a GREAT spot for beginner snorkeling.
