Onboard Visas for Viet Nam and Cambodia?

Must we be signed on for a HAL ship-sponsored shore excursion to buy visas onboard for Viet Nam and Cambodia? May we buy the visas onboard if we are signed on for an independent tour with a licensed local travel guide? What is the official word for Viet Nam and Cambodia in particular, please?

After our first SE Asia cruise, we decided to get our own visa's here in Melbourne and were much cheaper than on board.

Always ask the consulate if you can use a transit visa as with Indonesia as these allow for 1 day visits (ship port day) and are cheaper as you would normally be paying for a 7 day visa and would not use this time.

In China where the ship travels to several ports, you would need a multiple entry visa.
